Pennsylvania’s State System of Higher Education is seeking a state funding increase for 2025-26 that would allow a tuition freeze for an eighth year at state-owned public universities.

PASSHE’s Board of Governors unanimously voted on Oct. 10 to request a state appropriation of $661.1 million, an increase of $40.3 million, or 6.5%, for the 2025-26 fiscal year, the organization announced.

The Board of Governors sets the in-state undergraduate tuition rate for PASSHE universities. Each university determines its own out-of-state tuition rates for graduate and undergraduate students, as well as room, board and mandatory fees for all students.
